Description

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) that can support the activation teams involved in bringing new VA medical facilities into full operational status. This initiative is a part of the National Activations Office's ongoing efforts to streamline and enhance the process of activating new medical centers, ensuring that they are ready for clinical operations from Day One. The VA's goal is to effectively manage and execute logistical and operational requirements through comprehensive planning and execution services.

The scope of work involves providing a range of services crucial for the successful activation of medical facilities. These services include Comprehensive Project Management Support, Interior Design, Furniture, Fixtures & Equipment (FF&E), Space Planning Services, Concept of Operations (CONOPS) and Transition Planning, Acquisition Planning Services, Development of Acquisition Packages, Warehousing Management Services, Relocation Services for Reuse and Personnel Files, Activation Services and Post Occupancy Support, as well as Staff Training and Orientation. Each service plays a vital role in ensuring that new VA medical centers are fully equipped and operational on their opening day.

This Request for Information (RFI) seeks detailed capability statements from eligible SDVOSBs who have experience in federal healthcare environments. Firms must demonstrate their technical capabilities across the specified tasks while highlighting corporate experience with specific examples from past projects. The NAICS code applicable to this requirement is 541614 Process, Physical Distribution, and Logistics Consulting Services. Interested firms should ensure they meet the small business size standard associated with this classification.

Through this RFI process, the VA aims to refine its acquisition strategy by gathering insights from industry players capable of fulfilling these critical roles within its Veteran's Health Administration framework. Participation in this market research will help shape future solicitations aimed at enhancing service delivery at newly activated VA medical facilities across the nation.
