Description

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to gather industry feedback and assess capabilities related to a significant requirement at the Jack C. Montgomery VA Medical Center in Muskogee, Oklahoma. This initiative is part of the Eastern Oklahoma VA Healthcare System's ongoing commitment to ensuring that its electrical power distribution systems are maintained at optimal levels for reliability and safety. The overall goal is to ensure that all electrical systems within the facility meet current VA directives and National Fire Protection Association (NFPA) standards.

The scope of work encompasses a comprehensive inspection, testing, preventive maintenance, calibration, infrared scanning, and reporting on the electrical power distribution and essential electrical systems across a medical facility complex covering approximately 889,161 square feet. The work involves inspecting various voltage levels of connected loads ranging from 480V to 120V with a distribution voltage of 12.47KV. Key tasks include cleaning and inspecting transformers for signs of overheating using infrared thermal detecting equipment, testing cooling liquids in liquid-cooled transformers, maintaining dry-type transformers, and ensuring all switchgears, switchboards, distribution panels, motor control centers are properly inspected and calibrated every 36 months.

Additional responsibilities include cleaning conductors with lint-free rags while avoiding compressed air use for debris removal; visually inspecting for overheating or damage; lubricating moving parts with approved lubricants; testing circuit breakers under overload conditions; ensuring ground fault protection devices function properly; inspecting ground connections; testing ground resistance; calibrating protective relays; and verifying control systems post-maintenance before returning them to service. The inspection process also covers Ground Fault Circuit Interrupters (GFCI), which must be tested per manufacturer's instructions or an approved plan by the facility director if monthly testing presents undue burden.

This market research effort seeks detailed input from industry participants regarding their ability to fulfill these requirements effectively while adhering to stringent safety standards. Responses will help shape future solicitations by identifying capable sources that can reliably support this critical infrastructure maintenance effort within the specified parameters.
