Description

The U.S. General Services Administration (GSA), on behalf of the Department of Veterans Affairs (VA), is conducting market research to identify contractors capable of providing comprehensive hazardous waste management and disposal services. This initiative is focused on supporting the Joseph Maxwell Cleland Atlanta VA Medical Center and its associated Community Based Outpatient Clinics (CBOCs) and facilities throughout Georgia. The overarching goal is to ensure that all hazardous waste, including non-hazardous chemical waste, specialty waste, universal waste, and dual waste, is managed in compliance with federal, state, and local regulations.

The scope of work for this contract includes a wide range of services essential for effective hazardous waste management. Contractors are expected to provide disposal services for various types of waste such as hazardous pharmaceutical, high hazardous materials, DEA drug-related wastes, and non-hazardous pharmaceutical products. Additional requirements include emergency spill response services and lab pack services that encompass supplies provision, labeling, lab-packing, consolidation, shipment manifesting, and consulting. These services must adhere to the standards set by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Environmental Protection Agency (EPA) regulations, Georgia Department of Natural Resources/Environmental Protection Division (GA DNR/EPD), Department of Transportation (DOT) guidelines as well as specific VA policies.

The contract will be structured as a Firm Fixed Price Service agreement covering an initial option year from April 1st, 2026 to March 31st, 2027. There will be an opportunity for extension through four additional one-year periods subject to fiscal year funding availability. Services will be required at multiple locations including monthly visits to major sites like the Atlanta VA Medical Center and Fort McPherson alongside semiannual visits to various other clinics across Georgia.

In addition to regular disposal activities, contractors must also conduct bi-annual pharmaceutical formulary reviews and provide technical consulting along with electronic record keeping solutions. Comprehensive support involving all necessary labor materials tools equipment analysis transportation documentation treatment disposal processes are integral parts of this service requirement ensuring thorough compliance with all relevant environmental safety standards while addressing unique needs such as handling flammable liquids like hand sanitizers within specified Cactus sink systems.
