Description

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is seeking qualified contractors to provide comprehensive maintenance services for elevator and dumbwaiter systems at the Oscar G. Johnson VA Medical Center located in Iron Mountain, Michigan. This initiative aims to ensure that all vertical transportation equipment within the facility operates safely, efficiently, and reliably, maintaining their performance at levels specified by the original manufacturers. The overarching goal is to support the mission of providing uninterrupted service to veterans and staff by minimizing downtime and ensuring safety compliance.

The scope of work includes a wide range of tasks necessary for maintaining the performance standards of four passenger elevators, one freight elevator, and two dumbwaiters. Contractors are expected to conduct systematic examinations and preventative maintenance on a monthly basis for elevators and semi-annually for dumbwaiters. This includes performing code-required tests such as monthly fire tests on all elevators. The contractor must allocate a minimum of eight hours per month for onsite maintenance labor to ensure optimal operational uptime.

Additionally, all repairs, adjustments, or modifications must adhere strictly to manufacturer guidelines as well as relevant industry standards including ASME A17.1 Safety Code for Elevators and Escalators and NFPA 70 National Electric Code. Contractors should possess necessary diagnostic equipment throughout the contract term to perform comprehensive testing, repairs, adjustments, or reprogramming as required. Furthermore, contractors are responsible for tagging equipment post-testing as per code requirements and maintaining an adequate supply of spare parts.

Emergency call-back services are also part of the contract requirements along with obtaining any necessary licenses or permits needed to perform these tasks legally within Michigan state regulations. All planned tests or inspections that might disrupt normal operations must be coordinated in advance with designated VA representatives to minimize impact on facility operations. The VA reserves the right to undertake emergency repairs if any equipment failure poses immediate risks to patient or employee safety.
