Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Home Oxygen and Ventilator Services to support Veteran beneficiaries serviced by the VISN 7 Network at the Carl Vinson Veterans Affairs Medical Center (CVAMC) in Dublin, Georgia.

The goal of this contract is to provide necessary home oxygen supplies and services, as the CVAMC lacks the capacity to fulfill these needs internally. This acquisition aims to ensure that approximately 300 oxygen-using patients and one ventilator patient annually receive timely and adequate home care services.

Work Details
The contractor will be responsible for the setup, installation, and management of home oxygen and ventilation services in compliance with Joint Commission standards. Key tasks include:
1. Providing home oxygen supplies and equipment as prescribed by VA physicians.
2. Delivering portable oxygen cylinders, regulators, and other necessary equipment within specified timeframes.
3. Conducting regular maintenance visits to patient residences for equipment checks and safety assessments.
4. Ensuring all deliveries are made within a four-hour window upon request.
5. Maintaining a stock of portable cylinders at the VA Medical Center for immediate patient needs.
6. Confirming receipt of service requests within two working hours and notifying VA representatives of any delivery issues promptly.
7. Adhering to all Joint Commission standards throughout the contract duration.

Period of Performance
The contract will be performed over a five-year period from June 1, 2025, to May 31, 2030, with an option for an additional year until November 30, 2030.

Place of Performance
Services will be provided primarily within the counties served by the Dublin VAMC in Georgia, including but not limited to Appling, Bacon, Baker, Baldwin, Ben Hill, Bibb, Bleckley, Bulloch, Coffee, Crawford, Crisp, Dodge, Dooly, Emanuel, Evans, Glynn, Houston, Irwin, Johnson, Jones Lee, Liberty, Long, Macon, Monroe, Peach, Pulaski, Putnam.
