VA - Data Analytics - Market Research

The Veterans Administration (VA) is seeking a vendor to provide data analytics support services for the Integrated Informatics and Analytics (II&A) Program. The II&A Program is responsible for implementing a data stewardship program, resolving data quality issues, promoting better understanding and use of data and information technology, and impacting clinical and business workflows. The vendor will be responsible for collecting and analyzing data, developing analytics and dashboards, ensuring conformance to enterprise IT standards, and providing advanced data analytics support services. The contractor will provide a fully qualified data science team consisting of senior data engineers, senior data scientists, and program analysts. The period of performance for this contract is one year with the option for an additional year. The work will be performed at the contractor's facilities with minimal travel expected. Security requirements include compliance with VA information security and privacy policies.

The contractor will support the VA's goal of optimizing access to care for veterans by providing advanced data analytics support services. This includes developing analytics tools and dashboards to monitor utilization and cost drivers, supporting the integration of data from various VA systems, and conducting national studies related to IVC operations. The contractor will also provide program management support services such as briefing/meeting planning and development, preparing project papers and reports, and assisting with special projects related to II&A. Deliverables include kickoff meeting participation, monthly status reports, staffing plan updates, and work products from the senior data engineers, senior data scientists, and program analysts.

The contractor will be required to comply with VA security requirements, including background investigations for personnel accessing VA information systems. Access to VA information will be limited to what is necessary to perform the services specified in the contract. The contractor will also be responsible for safeguarding VA information by storing, transmitting, or exchanging it in encrypted form using VA-approved encryption tools. In the event of a security incident or breach involving VA information, the contractor must immediately notify the appropriate VA officials and cooperate with any investigations or legal proceedings. Liquidated damages may be imposed in the event of a data breach.
