The Department of Veterans Affairs (VA) is seeking a vendor to provide data analytics support services for the Integrated Informatics and Analytics (II&A) Program. The II&A Program is responsible for implementing a data stewardship program, resolving data quality issues, promoting the use of data and information technology, and impacting clinical and business workflows within the VA. The vendor will be responsible for collecting and analyzing data, developing analytics and dashboards, ensuring conformance to enterprise IT standards, and providing advanced data analytics support services. The contractor will need to provide a fully qualified data science team consisting of senior data engineers, senior data scientists, and program analysts. The period of performance for this contract is one base year with one option year. The work will be performed at the contractor's facilities with minimal travel expected.

The contractor's senior data engineers will be responsible for developing and optimizing data and data pipeline architecture, designing data integrations and quality frameworks, and working with business units to develop long-term data platform architecture. The senior data scientists will apply advanced statistical and mathematical concepts to analyze data sets, develop algorithms and tools for data manipulation and processing, and collaborate with stakeholders to ensure that analytical models meet end-user requirements. The program analysts will perform statistical analyses, analyze program data interrelationships, and provide administrative and business support services.

The contractor will be required to submit various deliverables including kickoff meeting materials, staff rosters, training certificates, monthly status reports, staffing plans, and work products from the senior data engineers, senior data scientists, and program analysts. The delivery schedule includes monthly deliverables for each position category.

The contract will be a Firm Fixed Price (FFP) type contract with a period of performance consisting of one base year and one option year. The work will be performed at the contractor's facilities with minimal travel expected. The contractor will be responsible for ensuring compliance with VA information security policies and procedures.
