The Department of Veterans Affairs (VA) is issuing this notice to inform interest parties that the previosly communicated requirement titled "VA Contact Center Experience Modernization (VCCEM)" is no longer being pursued.

After further internal review and consideration, the VA has decided not to proceed with this initiative at this time. We appreciate the interest and feedback received from industry partners and stakeholders in response to earlier market research inquires.

The purpose is to provide Product Development support for critical and non-critical applications and products in the Department of Veterans Affairs (VA) VRM Product Line. Support includes software development (Dev), product security management (Sec), and information-technology operations (Ops) and maintenance services. The VA follows a DevSecOps software engineering methodology. DevSecOps is a culture-based software engineering approach that aims at unifying software development, security, and software operation, and mandates collaboration between the business and the IT organizations that develop, deliver, and manage applications for that business. The new culture will enable project teams to utilize self-service and have more autonomy with the approach used to meet customer needs.

Scaled Agile Framework (SAFe) is a proven approach that will allow VA to deliver solutions to customers faster and more efficiently using Lean, Agile and DevOps principles, practices and processes. DevOps will improve the experience of OI&T customers, enable OI&T to deploy new systems and update existing systems more quickly and frequently, and will lower costs by leveraging industry best practices and innovation. The Contractor shall also provide product and delivery management, systems architecture design, user research/feedback, user experience strategy, interaction design, Accessibility analysis and mitigation of defects, integration support, and data analytics to build and continuously improve new and existing Veteran experience solutions.

Background
The Department of Veterans Affairs (VA) is seeking to provide Product Development support for critical and non-critical applications and products within the VA VRM Product Line. The goal of this contract is to enhance software development, product security management, and IT operations and maintenance services.

The VA employs a DevSecOps methodology, which integrates development, security, and operations to foster collaboration between business and IT organizations. This approach aims to empower project teams with self-service capabilities and greater autonomy in meeting customer needs. Additionally, the use of the Scaled Agile Framework (SAFe) is intended to expedite solution delivery while improving efficiency through Lean, Agile, and DevOps principles.

Work Details
The Contractor shall perform the following tasks:
1. Coordinate and facilitate PI Planning sessions across solutions;
2. Develop proposed Subproduct PI Roadmaps for each solution;
3. Obtain approval for prioritized scope of work post-PI Planning sessions;
4. Maintain and execute approved PI roadmaps;
5. Analyze agile requirements according to specified sections to develop associated tasks;
6. Propose Scrum or Kanban frameworks for managing work items;
7. Create Sprint Plans or Kanban boards as needed;
8. Document execution activities including designs, source code, test cases, etc.;
9. Enable automated build, test, and deployment pipelines in line with DevSecOps practices;
10. Conduct various types of testing (unit, functional, accessibility, etc.) as required;
11. Ensure compliance with security protocols including timely remediation of vulnerabilities;
12. Manage information systems hosted or operated on behalf of VA ensuring adherence to HIPAA, Privacy Act, FISMA standards.

Place of Performance
The contract will be performed at locations designated by the VA which may include both VA facilities and contractor-operated sites.
