This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is 36C25722Q0414. This acquisition is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective January 30, 2022. The associated North American Industrial Classification System Code (NAICS) for this procurement is 485991 with a small business standard of $16.5M. Background
The Department of Veterans Affairs (VA) is seeking wheelchair transportation services for veterans and persons requiring travel in connection with treatment or care for a service-connected disability. The contract is set aside as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) procurement. The solicitation has been extended to 3-21-2022, 8:00 AM CST, and offerors must acknowledge the amendment with their offer.

Work Details
The contractor is required to provide wheelchair transportation services to and from specified locations, including Bonham, Garland Outpatient Clinic, Tyler VA Primary Care Clinic, and Plano CBOC. The services must be available 24/7, 365 days per year, and comply with all applicable Federal, State, and local rules, regulations, and procedures. The contractor must also have vehicles and equipment meeting Federal and State requirements for insurance, licensing, registration, and safety standards. Additionally, the contractor must maintain vehicles according to manufacturer's recommended maintenance schedule or an improved schedule based on actual vehicle operation conditions.

Period of Performance
The contract period of performance is from 04-01-2022 to 03-31-2027.

Place of Performance
The geographic locations where the wheelchair transportation services will be performed include Bonham, Garland Outpatient Clinic, Tyler VA Primary Care Clinic, Plano CBOC, Dallas VA Medical Center, and other community hospitals and VA facilities within and outside the service area.
