THIS IS A SOURCES SOUGHT NOTICE ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES ONLY The VHA Government intends to solicit for Full and Open competition. However, the Government is interested in other potential sources that can provide the required product and/or services. Interested parties are encouraged to respond to this source sought notice announcement. The purpose of this SOURCES SOUGHT ANNOUNCEMENT is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, service-disabled veteran owned small business, veteran owned small business, or large business) relative to NAICS 721110 Hotels (except Casino Hotels) and Motels. The Government is conducting market research to determine potential sources having the skills, capabilities, and experience to perform the described work. Responses to this SOURCES SOUGHT ANNOUNCEMENT will be used by the Government to make appropriate acquisition decisions. After review of the responses to this SOURCES SOUGHT NOTICE, a solicitation announcement may be published on Contract Opportunities (Sam.gov) or other Electronic Governmentwide Point of Entry (EGPE). Responses to this SOURCES SOUGHT NOTICE are not considered adequate responses to any potential solicitation announcement. SOURCES SOUGHT DESCRIPTION: Vendor is to provide fully furnished hotel/motel rooms for Veterans as needed. The vendor must directly handle reservations, provide lodging and associated services, to include breakfast and shuttle services to the VA facility. Vendor must also promptly resolve any issues encountered by the Veterans within the hotel. The VA is not looking for booking services, i.e., travel agency or pass-through vendors. Vendor must provide proof of primary ownership and directly operates the Motel/Hotel facility at the time of solicitation. Vendor should have support personnel at site of hotel/motel to personally and timely interact with Veterans and help to resolve any issues that may arise. If submitting as a small business concern, vendor must be capable of meeting the limitations on subcontracting and provide a fair and reasonable price. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following: The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to provide fully furnished hotel/motel rooms that will include standard amenities including shuttle service and no-cost breakfast, to eligible beneficiaries of the Dept. of Veterans Affairs per this Statement of Work, and other contract terms and conditions for the Robert J Dole VA Medical Center located at 5500 Kellogg Ave, Wichita, KS 67218. The vendor will need to have an on-site presence at the lodging site to coordinate Veteran accommodations and shuttle services and to assist Veterans with any concerns they might have with the lodging or transportation. Veterans staying at the hotel/motel will be receiving medical care, testing, or procedures at the Robert J Dole VA Medical Center, so the vendors face-to-face interaction and resolution of any issues that may arise with the Veteran s lodging is critical to minimizing the Veteran s potential anxiety associated with their upcoming medical care. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the requirement. If you are interested and are capable of providing the sought-out services, please provide the requested information as well as the information indicated below. Failure to respond to all questions in this sources sought will determine the interested party as non-responsive which may affect a set-aside decision for a resulting solicitation. This is a SOURCES SOUGHT NOTICE ANNOUNCEMENT ONLY and is NOT a request for proposals or quotes. Information received as a result of this sources sought notice will be used solely to determine whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this SOURCE SOUGHT NOTICE ANNOUNCEMENT. Respondents will NOT be notified of the results or the Government s determination on whether to conduct a competitive procurement and/or set-aside to limit competition among any specific socio-economic category. Background
The Department of Veterans Affairs (VA), specifically the VISN 15 Network Contracting Office, is conducting market research to identify potential sources capable of providing fully furnished hotel/motel accommodations for Veterans. This initiative aims to support Veterans who require lodging close to the Robert J. Dole VA Medical Center in Wichita, Kansas, particularly those undergoing medical care, testing, or procedures. The goal is to ensure that Veterans have access to comfortable and convenient lodging options while minimizing their anxiety related to medical visits.

Work Details
The contractor will provide fully furnished hotel/motel rooms that include standard amenities such as shuttle service and complimentary breakfast for eligible Veterans. Key responsibilities include:
1. Handling reservations directly and providing lodging services without acting as a booking service or travel agency.
2. Ensuring an on-site presence to assist Veterans with any issues related to their stay and transportation.
3. Providing a minimum of two (2) to four (4) rooms weekly, including at least one handicap accessible room, with the ability to accommodate additional requests based on availability.
4. Maintaining compliance with all applicable building codes and safety regulations, including ADA guidelines and fire safety standards.
5. Offering utilities such as heating, air conditioning, electricity, water, local telephone service, and basic cable TV in each room.
6. Conducting daily maintenance of rooms and ensuring they are smoke-free unless otherwise requested by the Veteran.

Period of Performance
The contract will consist of a base year with two (2) one-year option periods at the discretion of the VA.
