This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. This solicitation is set to full and open competition, and will be competed in accordance with FAR 12, Acquisition of Commercial Products and Commercial Services. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 Hotels (except Casino Hotels) and Motels, with a small business size standard of $ 40.0 Million Dollars. The FSC/PSC is V231 Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Lodging, Hotel/Motel. The Network Contracting Office (NCO-10) is seeking to purchase Patient Lodging Services. All interested companies shall provide quotations for the following: Quantities are estimates only. Actual quantities will be based on scheduled accommodations. Vendor shall invoice ONLY for actual services rendered. DO NOT perform other than those identified, unless the CO has issued a modification to the contract to add a CLIN for that specific action. All Offerors shall fill out Price/Cost Schedule and submit with their quote response. Background
The Department of Veterans Affairs (VA) is issuing this solicitation through the Network Contracting Office (NCO-10) to procure Patient Lodging Services for eligible Veterans and their caregivers at the Ann Arbor Healthcare System (VAAAHS).

The goal of this contract is to provide local accommodations to reduce travel burdens for Veterans attending medical appointments, ensuring they have access to necessary lodging before or after their visits.

Work Details
The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS), which includes:
1. Providing lodging for eligible Veterans and one caregiver/attendant who may have to travel long distances.
2. Ensuring availability of three rooms daily until 4:00 PM, accommodating last-minute requests as needed.
3. Maintaining a flexible check-in/check-out procedure available 24/7.
4. Verifying identity of VA-referred occupants and maintaining a roster with names and room assignments.
5. Providing amenities such as individual sleeping/private rooms, two double beds or larger, private bath, alarm clock, basic cable or satellite TV, telephone service, smoke-free environment, ADA-compliant rooms, complimentary parking, and shuttle service to/from VAAAHS.
6. Daily services including room cleaning, linen changes, and replenishing toiletries.
7. Compliance with safety standards including ADA requirements and fire safety regulations.

Period of Performance
The anticipated period of performance includes five ordering periods starting from April 1, 2026, through March 31, 2031.

Place of Performance
The contract will be performed at the Department of Veterans Affairs Ann Arbor Healthcare System located at 2215 Fuller Road, Ann Arbor, MI 48105.
