Transplant and Hospital Lodging Services for Iowa City VA Health Care System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26325Q0459 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-07. This procurement is a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov). Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 721110 with a size standard of $40 million. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one firm fixed price contract award to provide services to Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246 The period of performance is 08-28-2025 to 08-27-2030 for 5 year contract period of performance. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. Background
The Iowa City VA Health Care System (ICVAHCS) is seeking a contractor to provide Transplant and Hospital Lodging Services for eligible Veterans in need of treatment. This procurement is a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) and aims to ensure that Veterans have access to necessary lodging services during their treatment period.

The contract will be awarded as a firm fixed price agreement, with the expectation of providing quality accommodations close to the healthcare facilities.

Work Details
The contractor will be responsible for providing overnight and extended stay hotel rooms within eight miles of the Iowa City VA Healthcare System located at 601 Highway 6 West, Iowa City, IA 52246. The services include:
1. Providing all materials, labor, transportation, and services necessary to fulfill the requirements for Transplant and Hospital Lodging.
2. Ensuring a minimum of twelve rooms are available Monday-Friday for short-term lodgers and two rooms every day for extended stay transplant surgery beneficiaries.
3. Rooms must comply with the Hotel and Motel Fire Safety Act of 1990 and the Americans with Disabilities Act.
4. Daily room rates must include all applicable fees, taxes, and no-charge services.
5. Transportation services for beneficiaries to and from ICVAHCS and affiliate locations.
6. Compliance with local building codes and ordinances.

The period of performance for this contract is from August 28, 2025, to August 27, 2030.
