Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Battle Creek VA Medical Center (VAMC) to provide wheelchair and common carrier transportation services. The goal of this contract is to ensure eligible beneficiaries, including veterans and their attendants, receive timely and safe transportation to and from medical appointments. This service is crucial for supporting the mobility needs of veterans who may have physical limitations.

Work Details
The contractor shall provide assisted patient wheelchair van/taxi transportation services for eligible beneficiaries in accordance with the performance work statement (PWS). Key tasks include:
1. Providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for wheelchair van and car-for-hire transportation services.

2. Ensuring compliance with all applicable Federal, State, and Local laws.

3. Furnishing vehicles necessary for full coverage of pick-up and delivery of veteran patients requiring transport.

4. Providing patient pick-up and delivery from community hospitals and VA facilities within and outside the service area.

5. Maintaining a quality control program to ensure compliance with contract requirements.

6. Developing an inspection plan outlining all services defined in this contract.

7. Ensuring timely response times for scheduled transports within 15 minutes of the scheduled time.

8. Utilizing VetRide or VA-Approved Transportation Software for managing transport requests.

Period of Performance
The performance period is from November 1, 2024, through October 31, 2025, with an option for one additional year from November 1, 2025, through October 31, 2026.

Place of Performance
The contract will be performed at the Battle Creek VA Medical Center located at 5500 Armstrong Road, Battle Creek, MI 49037.
