The John D Dingell, VAMC its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency non-ambulatory and ambulatory transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of non-ambulatory and Ambulatory services. The contactor shall make these transport services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.202, Publicizing, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This solicitation for Total Small Businesses (SB), and will be competed in accordance with FAR 12, Simplified Acquisition Procedures. The associated North American Industrial Classification System (NAICS) code for this procurement is 621910 Special Needs Transportation, with a small business size standard of $ 22.5 Million Dollars. The FSC/PSC is V225 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Ambulance. The Network Contracting Office (NCO-10) is seeking to purchase Ambulance Service for Dayton VA Medical Center. . Background
The John D Dingell VA Medical Center, located at 4646 John R Street, Detroit, MI 48201, serves over 43,338 veterans and requires contracted non-emergency non-ambulatory and ambulatory transportation services.

The facility has 220 inpatient beds and handles approximately 5,896 inpatient admissions and 369,483 outpatient visits annually. The goal of this contract is to provide comprehensive transportation services to veterans from the medical center and its associated Community-Based Outpatient Clinics (CBOCs) on a 24/7 basis.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of non-ambulatory and ambulatory transportation services. Services must comply with all federal, state, and local regulations. Key requirements include:
- Availability of transport services 24 hours a day, seven days a week.
- Provision of sufficient vehicles and personnel to handle up to fourteen ambulatory transports and four non-ambulatory transports simultaneously.
- Transportation of miscellaneous items such as patient luggage and service animals at no additional cost.
- Compliance with the VA’s VetRide ordering system for patient paratransit/special needs transportation services.
- Adherence to tuberculosis exposure control policies and maintenance of vehicle safety standards.
- Timely response times for scheduled transport requests: up to sixty minutes for unscheduled requests from the medical center and thirty minutes for other locations.
- Implementation of an audit system involving VA staff to ensure appropriateness of orders.
