Background
The Department of Veterans Affairs (VA) is issuing this solicitation for ground ambulance services at the Wade Park VAMC located in Cleveland, Ohio. The primary mission of the VA is to provide high-quality healthcare to veterans. This contract aims to ensure that veterans receive timely and efficient ambulance services, including Advanced Life Support (ALS) and Basic Life Support (BLS), as well as Critical Care Transport (CCT) when necessary.

The Wade Park VAMC serves a large veteran population from the Cleveland area and its surrounding Community-Based Outpatient Clinics.

Work Details
The contractor shall provide all required labor, materials, supplies, equipment, and supervision necessary to perform ALS and BLS ambulance services for Wade Park VAMC. Services include:
- Emergent and non-emergent stretcher transports, BLS, ALS, and CCT services available 24/7.
- Transportation of patients along with their luggage, medical records, medications, and comfort items at no additional cost.
- Compliance with all federal, state, and local regulations regarding ambulance services.
- Provision of qualified personnel including Emergency Medical Technicians (EMTs) and Critical Care Transport Paramedics (CCTPs), who must meet specific training and certification requirements.
- Utilization of the VetRide Vendor Portal or VA-approved transportation software for managing transportation requests.
- Adherence to response times: 30 minutes for emergent transport requests from the VA; 60 minutes for urgent requests not scheduled in advance; timely arrivals for scheduled transports.

Period of Performance
Base Year: January 1, 2025 to December 31, 2025; Option Year One: January 1, 2026 to December 31, 2026.
