Background
The Roseburg VA Medical Center, located at 913 NW Garden Valley Boulevard, serves over 40,000 veterans primarily from the Douglas County area and its three Community-Based Outpatient Clinics. The facility has 65 inpatient beds and handles approximately 300 inpatient admissions and over 1,500 outpatient visits annually.

The goal of this contract is to provide non-emergency ambulance transportation services to veterans in need of medical transport within the catchment area.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services. Services must be available 24 hours a day, seven days a week. Specific requirements include:
- Providing urgent and non-emergent ambulance services as needed.
- Transporting patients along with their luggage, medical records, medications, and comfort items at no additional cost.
- Ensuring all personnel are courteous and professional.
- EMTs and other medical personnel must meet qualifications specified in the contract and comply with local regulations.
- Vehicles must meet all federal, state, and local regulations regarding safety standards.
- The contractor must utilize the VetRide Vendor Portal or VA-approved transportation software for managing patient transport requests.

Period of Performance
The period of performance for this contract is from October 1, 2025 to September 30, 2030.

Place of Performance
The services will be performed primarily in the Roseburg VA Medical Center catchment area which includes Douglas County and surrounding areas.
