THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to determine potential sources that possess the skills, capabilities, and experience necessary to provide Special Mode Ground Transportation Services for VA Central California Health Care System (VACCHCS), 2615 E. Clinton Avenue, Fresno, CA 93703. The performance period is anticipated to include a five (5) year, firm-fixed price, IDIQ contract. It is anticipated that the period of performance will begin on March 1, 2025. The North American Industry Classification System (NAICS) code is 485991 and the small business size standard is $19.0 million. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the VA not to open the requirement to open competition, based on responses to this sources sought synopsis is solely within the discretion of the VA. The Government does not intend to pay for any information provided under this sources sought synopsis. The Capabilities Statement for this sources sought is not expected to be a Proposal, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company s ability to demonstrate experience in relation to the areas specified herein. All information received in response to this sources sought notice will be marked as proprietary and will be handled accordingly. This synopsis is for information and purposes only and is neither to be construed as a commitment by the Government. Respondents will NOT be notified of the results of the evaluation. **NOTE: Dept. of Veterans Affairs has the right to set aside for SDVOSBs/VOSBs if two or more responses are received with the required information listed above, by the due date specified below. Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential sources capable of providing Special Mode Ground Transportation Services for the VA Central California Health Care System (VACCHCS) located at 2615 E. Clinton Avenue, Fresno, CA 93703.

The goal of this contract is to ensure reliable transportation services for veterans requiring medical assistance. This effort is part of the VA's commitment to support veterans' healthcare needs through efficient and accessible transportation solutions.

Work Details
The Contractor shall provide all personnel, management, supplies, transportation, vehicles, fuel, equipment, and reports necessary for Special Mode ground transportation services for beneficiaries of the VA facilities within VACCHCS.

Key tasks include:
- Transporting ambulatory and non-ambulatory beneficiaries for discharges, dialysis, and other medically necessary trips using appropriate vehicles and equipment.
- Ensuring services are available 365 days a year, 24 hours a day.
- Managing approximately 600 trips per month with about 70% of transports directed to or from the Fresno VAMC.
- Adhering to quality assurance standards as outlined in the Quality Assurance Surveillance Plan (QASP).
- Complying with HIPAA regulations regarding beneficiary privacy and confidentiality.

The contractor must also ensure that all drivers are courteous and that mistreatment of veterans is not tolerated.

Period of Performance
The anticipated period of performance is five (5) years with five (5) ordering periods each lasting twelve (12) months. Services will commence thirty (30) calendar days following contract award.

Place of Performance
The primary location for performance will be at the VA Central California Health Care System (VACCHCS), 2615 E. Clinton Avenue, Fresno, CA 93703. Additional transport may occur between various VA-authorized care facilities including three community-based outpatient clinics located in Merced, Oakhurst, and Visalia.
