This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Proposals are being requested, and a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03, 01-17-2015.
This solicitation is issued as a Request for Proposal (RFP). Submit written proposals on 36C24825R0027. The North American Industrial Classification System (NAICS) code for this procurement is 621910, with a small business size standard of $22.5 million.

This solicitation has been amended to start 02/27/2025 and will end 04/01/2025 at 12:00 PM EST. The Period of Performance has changed and will start on 10/01/2025 to 09/30/2026 with subsequent options.

Background
The North Florida/South Georgia Veteran Health Care System, primarily serving over 1.5 million veterans, is issuing this contract for ambulance transportation services.

The goal is to provide non-emergency ambulance services to the VA Medical Centers and associated clinics, ensuring timely and efficient transport of veterans in need of medical assistance.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services.

Services must be available 24/7 including weekends and holidays. The contractor will be responsible for transporting patients along with their luggage and medical records at no additional cost.

All personnel must meet qualifications specified in the contract and comply with federal, state, and local regulations. The contractor must utilize the VetRide Vendor Portal or VA-Approved Transportation Software for managing transportation requests and invoicing.

Response times are critical; emergent transport requests must be fulfilled within 30 minutes from order placement.

Period of Performance
The contract will commence on April 1, 2025, with an option for extensions through March 31, 2030.

Place of Performance
Services will be performed primarily in North Florida and South Georgia regions.
