Background
The Salisbury VA Health Care System (VAHCS) is seeking contracted non-emergency ambulance transportation services to support its main campus and associated Community-Based Outpatient Clinics (CBOCs). The goal of this contract is to ensure the availability of Basic Life Support (BLS) and Advanced Life Support (ALS) transport services, which are essential for providing timely medical assistance to veterans. The services will be available 24 hours a day, seven days a week, including weekends and holidays.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for BLS and ALS transport services. Key requirements include:
- Providing emergent and non-emergent ambulance services as needed.
- Transporting patients along with their luggage, medical records, medications, and comfort items at no additional cost.
- Ensuring that all personnel meet the qualifications specified in the contract and comply with federal, state, and local regulations.
- Conducting background checks on personnel to ensure they have no felony convictions in the past five years.
- Maintaining ambulances in compliance with applicable regulations and ensuring they are equipped for ALS and BLS services.
- Providing tuberculosis exposure control policies and ensuring personnel are tested for TB according to state guidelines.
- Adhering to environmental management systems during service delivery.
- Reporting any accidents or safety issues within one hour of occurrence.

Period of Performance
The contract will have a base period from October 20, 2024, to October 19, 2025, with four optional one-year extensions available through October 19, 2029.

Place of Performance
The primary location for performance will be the Salisbury VA Health Care System located at 1601 Brenner Ave., Salisbury, NC 28144.
