Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Air Ambulance Services to support the VA Sierra Nevada Health Care System (VASNHCS). The mission of the VA is to provide high-quality healthcare to eligible veterans. This contract aims to ensure timely and efficient transportation for veterans requiring medical services beyond the local area. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a focus on providing air ambulance services that include ground transportation.

Work Details
The contractor will provide air ambulance services, including emergent and non-emergent fixed wing or rotary wing transportation. Services must include ground ambulance transport to and from airports. Key tasks include:

1. Responding within 30 minutes of notification, 24/7, including Federal Holidays.
2. Coordinating all ground transportation for VASNHCS patients using Department of Transportation approved ambulances staffed with trained medical personnel.
3. Ensuring compliance with FAA, DOT, OSHA regulations, and health care accreditation standards.
4. Providing air ambulance service for trips up to 300 nautical miles, with a base rate covering all necessary transportation legs and basic medical equipment.
5. Submitting patient data and invoices within specified timeframes.

Period of Performance
The period of performance for this contract will span five years, from January 31, 2026, to January 30, 2031, with five one-year ordering periods.

Place of Performance
The services will primarily be performed in the geographic area surrounding the VA Sierra Nevada Health Care System located at 975 Kirman Ave., Reno, NV 89502.
