Description

The Southern Arizona VA Healthcare System (SAVAHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT) or Critical Care Transport (CCT) services (as CCT services become available). The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

Background
The Southern Arizona VA Healthcare System (SAVAHCS), including its Community-Based Outpatient Clinics (CBOCs) and affiliated healthcare clinics, requires contracted non-emergency ambulance transportation services. The goal of this contract is to provide Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services as needed, 24 hours a day, seven days a week. SAVAHCS serves over 170,000 veterans in the Pima, Cochise, and Yuma County area.

Work Details
The contractor shall supply all labor, tools, equipment, transportation, facilities, management, and all other elements necessary to provide ground ambulance services in accordance with Arizona State Bureau of Medical Service and Arizona Department of Health Services regulations. Services include:

1. Basic Life Support (BLS) for patients who do not require extra support or cardiac monitoring.
2. Advanced Life Support (ALS) for patients needing a higher level of care during transport.
3. Specialty Care Transport (SCT) for critically injured or ill beneficiaries requiring ongoing care by health professionals.
4. Critical Care Transport (CCT) as defined by regulations when available.
5. Transportation of miscellaneous items such as patient luggage and medical records at no additional cost.
6. Compliance with all federal, state, and local regulations regarding ambulance services.

Period of Performance
The period of performance for this contract is from February 1, 2026 through September 30, 2026, with four additional option periods available.

Place of Performance
The contract will be performed at the Southern Arizona VA Healthcare System located at 3601 South 6th Avenue, Tucson, Arizona 85723.
