Description

The Southern Arizona VA Healthcare System (SAVAHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT) or Critical Care Transport (CCT) services (as CCT becomes available). The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

Background
The Southern Arizona VA Healthcare System (SAVAHCS), along with its Community-Based Outpatient Clinics (CBOCs) and affiliated healthcare clinics, requires contracted non-emergency ambulance transportation services. The contractor will provide all necessary vehicles, personnel, management, supplies, equipment, and reporting for Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services.

These services will be available 24 hours a day, seven days a week, including weekends and holidays. SAVAHCS serves over 170,000 veterans in the Pima, Cochise, and Yuma County areas.

Work Details
The contractor shall supply all labor, tools, equipment, transportation, facilities, management, and other elements necessary to provide ground ambulance services in strict accordance with Arizona State Bureau of Medical Service and Arizona Department of Health Services regulations. The contractor must have a Certificate of Necessity (CON) issued by the Arizona Department of Health Services to qualify for an award.

Services include:
1. Basic Life Support (BLS) - Non-emergency transport for patients who do not require extra support or cardiac monitoring.
2. Advanced Life Support (ALS) - Emergency transport for patients needing a higher level of care during transport.
3. Specialty Care Transport (SCT) - For critically injured or ill beneficiaries requiring ongoing care from health professionals.
4. Critical Care Transport (CCT) - As defined by CMS for critically ill patients requiring specialized care.
5. Transportation of miscellaneous items such as patient luggage and medical records at no additional cost.
6. Contractor personnel must be courteous and conduct themselves professionally while providing services.

Period of Performance
The period of performance is from February 1, 2026 through September 30, 2026 with four additional option periods available to exercise unilaterally.

Place of Performance
The contract will be performed at various locations within the Southern Arizona VA Healthcare System including the main campus located at 3601 South 6th Avenue, Tucson, Arizona.
