Background
The Department of Veterans Affairs (VA) Long Beach Healthcare System (VALBHCS) is seeking contracted non-emergency ambulance transportation services to support its mission of providing healthcare to veterans.

The goal of this contract is to ensure that veterans receive timely and efficient Basic Life Support (BLS) ambulance services, which are essential for their medical transportation needs. VALBHCS serves over 50,000 veterans across multiple counties and has a significant volume of outpatient visits and inpatient admissions annually.

Work Details
The contractor shall provide non-emergent Basic Life Support (BLS) ambulance services on an as-needed basis, complying with all federal, state, and local regulations. Services include:
1. Transporting patients who do not require advanced medical support or cardiac monitoring, staffed by two certified EMTs.
2. Transporting miscellaneous items such as luggage and medical records at no additional cost.
3. Ensuring that all personnel meet the required qualifications and certifications.
4. Utilizing the VetRide Vendor Portal or VA-approved transportation software for managing transport requests and invoicing.
5. Providing services 24/7, including weekends and holidays, with specific response times for scheduled and unscheduled requests.
6. Maintaining vehicles in compliance with safety standards and ensuring cleanliness.
7. Conducting background checks on personnel to ensure safety and compliance with VA standards.

Period of Performance
The contract will commence on April 1, 2025, with a base period of one year followed by four option years, allowing for potential extension based on performance.

Place of Performance
The primary location for service delivery will be the VA Long Beach Healthcare System at 5901 S. 7th Street, Long Beach, California 90822, along with its associated Community-Based Outpatient Clinics.
