Background
The Department of Veterans Affairs (VA) is seeking to contract for Non-Emergency Ambulance Services to provide transportation for eligible Veteran beneficiaries. The goal of this contract is to ensure that Veterans receive timely and safe transport to medical facilities, thereby supporting the VA's mission to provide high-quality healthcare services to Veterans.

Work Details
The contractor shall provide Non-Emergent Stretcher Transports, Basic Life Support (BLS), and Advanced Life Support (ALS) ambulance services on an as-needed basis in compliance with all federal, state, and local regulations.

The contractor will also be responsible for transporting miscellaneous items such as patient luggage, medical records, and medications at no additional cost. Contractor personnel must be courteous and conduct themselves professionally. EMTs and other medical personnel must meet specified qualifications and maintain necessary certifications.

The contractor must ensure that all vehicles meet applicable regulations and are maintained in good condition. Additionally, the contractor shall have a policy for tuberculosis exposure control and ensure personnel are tested accordingly. The contractor must utilize VA-approved transportation software for scheduling and reporting purposes.

Period of Performance
The contract will be performed over a period defined in the solicitation, typically spanning multiple years with specific ordering periods outlined.

Place of Performance
Services will primarily be performed at the Canandaigua VA Medical Center and Rochester VA Outpatient Clinic located in New York.
