Background
The Lebanon VA Medical Center (LVAMC) serves over 49,676 veterans in South Central Pennsylvania, primarily from the Lebanon Lancaster County area and its surrounding regions. The LVAMC has a main campus located at 1700 South Lincoln Avenue and operates five Veterans Affairs Community Clinics. The center provides a range of medical services, including 188 operating beds and extensive outpatient care. In 2022, the facility recorded 547,879 outpatient visits and 3,013 hospital admissions.

This contract aims to provide non-emergency ambulance transportation services to support the LVAMC's mission of delivering quality healthcare to veterans.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for Basic Life Support (BLS), Advanced Life Support (ALS), and Wheelchair Van transport services on a 24/7 basis. Services include:
- Emergent and non-emergent BLS and ALS ambulance services.
- Wheelchair transportation services compliant with federal, state, and local regulations.
- Transportation of miscellaneous items such as luggage and medical records at no additional cost.
- Qualified personnel including Emergency Medical Technicians (EMTs) who meet all relevant certifications.
- Compliance with Pennsylvania State Board of Emergency Medical regulations.
- Utilization of VetRide or VA-approved transportation software for managing transport requests.
- Adherence to waiting time policies with a grace period of 30 minutes before charges commence.
- Provision of adequate storage for oxygen tanks during transport.
- Maintenance of vehicles in compliance with safety standards and regulations.

The contract period is from September 30, 2025, to September 29, 2030.
