Background
The Department of Veterans Affairs (VA) is seeking to contract Ground Ambulance Services for the Saint Cloud VA Health Care System and its associated Community-Based Outpatient Clinics (CBOCs). The primary goal of this contract is to provide non-emergency ambulance transportation services to veterans, ensuring they receive timely and efficient medical transport.

The Saint Cloud VA Health Care System serves over 39,000 veterans and has a significant volume of outpatient visits annually.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services. Services must be available 24/7, including weekends and holidays.

Specific tasks include:
- Providing emergent and non-emergent ambulance services as needed.
- Transporting patients along with their luggage, medical records, medications, and comfort items at no additional cost.
- Ensuring all personnel meet qualifications specified in the contract and comply with federal, state, and local regulations.
- Maintaining vehicles in compliance with safety standards and ensuring cleanliness.
- Utilizing the VetRide Vendor Portal or VA-approved transportation software for managing transportation requests.

Period of Performance
The contract will have multiple ordering periods spanning from July 1, 2025 to June 30, 2030. Each ordering period will last one year.
