IDIQ - Ground Ambulance Service - Iowa City VA Health Care System   3

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Ground Ambulance Services to support the Iowa City VA Medical Center and its associated Community-Based Outpatient Clinics (CBOCs).

The primary mission of the VA is to provide high-quality healthcare services to veterans. This contract aims to ensure that veterans receive timely and efficient non-emergency ambulance transportation services, which are critical for their medical care.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services.

Services must be available 24 hours a day, seven days a week. Key requirements include:
- Providing emergent and non-emergent ambulance services as needed.
- Transporting patients with necessary medical records and comfort items at no additional cost.
- Ensuring all personnel meet qualifications specified in the contract.
- Maintaining ambulances in compliance with federal, state, and local regulations.
- Utilizing the VetRide Vendor Portal or VA-approved software for transportation requests and invoicing.
- Responding to transportation requests within specified timeframes based on urgency.

Period of Performance
The contract will be performed over five ordering periods:
- Ordering Period 1: 02/01/2025 – 01/31/2026
- Ordering Period 2: 02/01/2026 – 01/31/2027
- Ordering Period 3: 02/01/2027 – 01/31/2028
- Ordering Period 4: 02/01/2028 – 01/31/2029
- Ordering Period 5: 02/01/2029 – 01/31/2030

Place of Performance
The services will be performed at the Iowa City VA Medical Center located at 601 Highway 6 West, Iowa City, IA 52246.
