Background
The Department of Veterans Affairs (VA) is seeking to award a 5-year, Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for ambulance services specifically for the Central Iowa Veterans Affairs Health Care System (CIVAHCS). The purpose of this contract is to provide non-emergency ambulance transportation services to veterans, ensuring they receive timely and efficient medical care.

The Des Moines VA Medical Center serves over 31,018 veterans and has a significant number of inpatient admissions and outpatient visits annually.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services. Services must be available 24 hours a day, seven days a week. Specific tasks include:
1. Providing emergent and non-emergent stretcher transports and various levels of ambulance services as needed.
2. Transporting miscellaneous items such as patient luggage and medical records at no additional cost.
3. Ensuring contractor personnel are courteous and meet all qualifications specified in the contract.
4. Maintaining compliance with federal, state, and local regulations regarding ambulance services.
5. Conducting background checks on personnel and ensuring they meet required certifications.
6. Providing adequate equipment for transporting patients safely, including oxygen tanks if necessary.
7. Utilizing VA-approved transportation software for scheduling and managing transport requests.

Period of Performance
The contract will be performed over a period of five years from the date of award.

Place of Performance
Services will primarily be performed at the Des Moines VA Medical Center located at 3600 30th Street, Des Moines, IA 50310.
