ALS and BLS Ambulance Transports for eligible Veteran patients in accordance with 38 USC Section 111A.
Background
The Department of Veterans Affairs (VA) is seeking to provide ambulance services for eligible Veteran patients in accordance with 38 USC Section 111A. The contract aims to ensure that Basic Life Support (BLS) and Advanced Life Support (ALS) ambulance transports are available 24/7 for Veteran beneficiaries at the Hudson Valley Healthcare System, specifically at the Montrose and Castle Point campuses.

Work Details
The contractor will provide BLS and ALS ambulance services, which include:
- BLS: Basic emergency care and monitoring during transport, staffed with non-emergency attendant/drivers. Vehicles must arrive within one hour of the requested time for BLS calls.
- ALS: Advanced medical monitoring and specialized clinical interventions during transfer, staffed with Paramedics or ALS trained Registered Nurses (RNs). Vehicles must also arrive within one hour of the requested time for ALS calls.
- Services must comply with all federal, state, and local regulations, including those from the New York Department of Health Emergency Medical Services Program.
- The contractor must provide all necessary vehicles, personnel, management, supplies, transportation, equipment, and reports for ambulance services as specified in the Statement of Work (SOW).
- Services are required throughout multiple counties including Westchester, Dutchess, Orange, Sullivan, Putnam, Ulster, Rockland as well as areas in New York, New Jersey, Pennsylvania, and Connecticut.
- The contractor will utilize the VetRide Vendor Portal or VA-approved transportation software for managing transport requests.

Period of Performance
The base period of performance is from October 1, 2026 to September 30, 2027 with four one-year options extending through September 30, 2031.

Place of Performance
Services will be performed at various locations including Montrose and Castle Point facilities in New York and other community clinics across several counties.

Bidder Requirements
The contractor must be authorized to provide ambulance services in New York State. Additionally, they must have personnel qualified to deliver BLS and ALS services. All drivers must assist patients as necessary during transport.
