Questions and Answers RFQ NP Ambulance 36C24226Q0017 Scope & Service Types Question: Does the requirement include emergency (ALS/BLS), non-emergency, or both? Answer: Non-Emergency ALS/BLS only. Question: Are standby/event coverage or interfacility transfers in scope? Answer: Standby/event coverage - No Interfacility Transfers Yes See Solicitation page 51 & 52: section 5 - 5.2.2, 5.2.3, 5.2.4 Volume & Hours Question: What are the estimated monthly transport volumes and daily/weekly peaks? Answer: Monthly volume estimate for one-way trips: ALS 2-3; BLS 58-60. Ambulance Transportation services are required 24/7 days a week, including observed Federal Holidays. Fleet & Staffing Question: Minimum number and type of units (ALS/BLS; Type I/II/III) and staffing model (EMT/Paramedic mix)? Answer: Candidates should provide the number of vehicles in their fleet for contract evaluation. Question: Are mutual aid agreements permitted for surge capacity? Background
The Department of Veterans Affairs (VA) is issuing this solicitation for non-emergency ambulance transportation services for eligible Veteran patients at the Northport VA Medical Center (VAMC). The goal of the contract is to ensure that Veterans receive timely and appropriate transportation to and from medical appointments, thereby supporting the VA's mission to provide high-quality healthcare services to Veterans.

Work Details
The contractor shall provide various types of ambulance services including Urgent, non-emergent Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) as needed. Services must comply with all federal, state, and local regulations. The contractor may also be required to transport patient luggage, medical records, medication, and comfort items at no additional cost.

Contractor personnel must be courteous and conduct themselves in a professional manner. All personnel must meet specific qualifications and certifications as mandated by local regulations. The contractor is responsible for ensuring that all vehicles are compliant with safety standards and are maintained in good repair. Additionally, the contractor must have sufficient vehicles and personnel to handle up to four simultaneous transport requests. The contractor will also need to implement an audit system for monitoring service appropriateness and response times.
