Market research is being conducted by the Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W). This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research purposes. This requirement is for Wheelchair Transportation Services primarily from the El Paso, Texas area and their Community-Based Outpatient Clinics (CBOCs). This area is currently serving over 534,800 Veterans within the following counties: Hudspeth, Dona Ana, Alamogordo, Presidio, Culberson, El Paso, TX. See DRAFT PWS for more details. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran-owned small business, veteran-owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 485991 with a size standard of $ 19M. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on System for Award Management (SAM.gov), Contract Opportunities, or on GSA E-Buy at a later date. All businesses eligible to provide this service are encouraged to reply, as this information may be used to determine potential set-asides for this requirement. Background
The Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W) is conducting market research for Wheelchair Transportation Services primarily from the El Paso, Texas area. This area serves over 534,800 Veterans across several counties including Hudspeth, Dona Ana, and El Paso. This Sources Sought Notice aims to gather information on potential qualified sources and their socioeconomic status to inform acquisition decisions. The contract will be for non-emergent wheelchair transportation services required by the El Paso VA Medical Center and its associated Community-Based Outpatient Clinics (CBOCs).

Work Details
The contractor shall provide 24/7 Non-Emergent Wheelchair Transportation Services in accordance with federal, state, and local regulations. Key tasks include:

- Transporting veterans along with VA staff and equipment when necessary.
- Transporting miscellaneous items such as luggage (up to 20 pounds), medical records, medications, and comfort items at no additional cost.
- Ensuring all personnel conduct themselves in a courteous and professional manner.
- Maintaining compliance with all applicable laws and regulations.
- Providing qualified drivers who possess valid licenses.
- Conducting background checks on personnel.
- Implementing a Tuberculosis Exposure Control Policy.
- Ensuring vehicles are safe, comfortable, and compliant with regulations.
- Providing adequate storage for oxygen tanks during transport.
- Allowing escorts for patients at no additional cost.
- Maintaining proper documentation for all services rendered.

Place of Performance
The services will be performed primarily in the El Paso area, including the main campus of the El Paso VA Medical Center located at 5001 N. Piedras Street, El Paso, Texas.
