This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is 36C25721Q0769. This acquisition is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021. The associated North American Industrial Classification System Code (NAICS) for this procurement is 621910 with a small business standard of $16.5M. This acquisition is solicited as a 100% set-aside for Service-Disabled Veteran Owen Small Business. PLEASE READ ALLATTACHMENTS
Background
The Veterans Integrated Service Network (VISN) 17, North Texas Veterans Healthcare Systems requires contractors to provide ambulance transportation services for veterans in connection with treatment or care for service-connected disabilities.

Work Details
The contractor shall provide all required labor, materials, supplies, equipment, and supervision necessary to perform ambulance services to/from specified locations including the Dallas VA Medical Center and Polk Street VA Clinic.

Services must be available 24/7, 365 days a year. The contractor is responsible for compliance with Federal, State, and local regulations and must ensure vehicles meet safety standards and are equipped with necessary communication systems.

The contractor must maintain vehicles according to manufacturer’s recommended maintenance schedules and ensure cleanliness and operational readiness. Additionally, the contractor must adhere to CDC Coronavirus guidance and environmental management systems.

Place of Performance
Services will be performed at the Dallas VA Medical Center, Polk Street VA Clinic in Dallas, Texas, and other community hospitals and VA facilities within and outside the service area.
