Background
The Department of Veterans Affairs (VA) is issuing this solicitation to procure ground ambulance services for the Clarksburg VA Medical Center located at 1 Medical Center Drive, Clarksburg, WV 26301. The goal of this contract is to ensure timely and efficient transportation services for veterans requiring medical care, in alignment with the agency's mission to provide high-quality healthcare to veterans.

Work Details
The contractor shall provide various types of ambulance transportation services including scheduled, add-on, and emergent transport. Services include:

1. Scheduled Transport: A schedule will be provided by LAJVAMC for all pick-ups by noon the day prior.

2. Add-on Transport: Appointments scheduled after the cut-off time for routine appointments and non-critical transport.

3. Emergent Transport: Requests for transport after the cut-off time for patients who cannot wait.

4. Types of Transportation Services:
- Basic Life Support (BLS): Non-emergency transport staffed by EMTs or Paramedics.
- Advanced Life Support (ALS): Higher level care during transport, requiring a paramedic.
- Critical Care Transport (CCT): For critically ill or injured patients needing specialized care.
- C3 Inter-Facility Transport: For critically injured or ill individuals requiring advanced medical support during transport.
- Basic Patient Transport/Minivan: For ambulatory patients needing no medical care.
- Stretcher/Wheelchair Transport: For patients requiring a stretcher or wheelchair but not higher medical care.

5. Costing Structure: Includes base rates for trips up to 40 miles, additional charges for longer distances, and waiting time reimbursement policies.
