Background
The Department of Veterans Affairs (VA) is seeking to contract ambulance services for the Huntington VA Medical Center, specifically for the Prestonsburg area. This contract aims to provide essential transportation services to veterans, ensuring they receive timely medical care. The Hershel “Williams” Williams VA Medical Center serves over 30,000 veterans and has a significant number of outpatient visits annually. The contractor will be responsible for providing all necessary vehicles, personnel, management, supplies, equipment, and reporting required for Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services.

Work Details
The contractor shall provide scheduled, add-on, and emergent transport services as follows:

1. **Scheduled Transport**: HWW VAMC will provide a schedule of all pick-ups by noon the day prior to pick-up.
2. **Add-on Transport**: Appointments scheduled after the cut-off time of the day prior for routine appointments.
3. **Emergent Transport**: Requests for advance transport after the cut-off time for patients who cannot wait.

Types of Services include:
- **Basic Life Support (BLS)**: Non-emergency transport staffed by EMTs or Paramedics.
- **Advanced Life Support (ALS)**: For patients needing higher care during transport.
- **Critical Care Transport (CCT)**: For critically ill or injured patients requiring specialized care.
- **Specialty Care Transport (SCT)**: For patients needing ongoing care during transport.

The contractor must ensure compliance with response times:
- Scheduled requests must arrive on time.
- ALS add-on requests have a 2-hour response time; emergent requests must be met within 20 minutes.
- BLS add-on requests also have a 2-hour response time; emergent requests must be met within 20 minutes.

Additional requirements include transporting patient luggage and medical records at no extra cost, maintaining communication with VA personnel during delays, and ensuring all personnel meet certification requirements.

Period of Performance
The contract is set to begin on February 1, 2026, and will continue through September 30, 2030, with options for renewal in subsequent years.

Place of Performance
Services will primarily be performed in the Prestonsburg area, serving veterans from Floyd County KY, Pike County KY, Martin County KY, Johnson County KY, Magoffin County KY, Knott County KY.
