THIS IS A PRESOLICITATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9, located at 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN, 37129, anticipates issuing a solicitation Request for Quotation (RFQ) on or about 01/15/2023 to request quotes for a five (5) year Blanket Purchase Agreement (BPA) consisting of five (5) ordering periods beginning upon anticipated award date of 03/15/2024 through 03/14/2029 for Ambulance services. SET-ASIDE: Not Applicable -Full & Open Competition NAICS Code: 621910 Ambulance Services SBA SIZE STANDARD: $22.5 Million PSC: V2251 Transportation/travel/relocation- Travel/lodging/recruitment: Ambulance DESCRIPTION: This Ambulance Service requirement is for the Louisville, KY Veterans Affairs Medical Center Performance Work Statement (PWS) GROUND AMBULANCE Louisville VA Medical Center Purpose: The Robley Rex VA Medical Center, its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT) services. The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. Background: The Robley Rex main campus is located 800 Zorn Ave Louisville Kentucky 40206., serving over 62,919 veterans, primarily from the Louisville area and it s Community-Based Outpatient Clinics. The hospital has 98 inpatient beds and sees approximately 22,375 -inpatient admissions and 276,375 outpatient visits a year. Veterans served within this facility lives within the following counties. Occasionally a veteran will need to be transported with VA staff and equipment; the contractor shall return VA Staff and equipment to the original place of pick-up. Transportation Request VetRide or VA-Approved Transportation Software Utilization: The contractor agrees to utilize the VetRide Vendor Portal or VA-Approved Transportation Software with every patient transported under this contract. Department of Veteran Affairs will provide the software and access to the VetRide Vendor Portal or VA-Approved Transportation Software for the vendor/contractor in this contract. The Contractor will utilize the VetRide Vendor Portal or VA-Approved Transportation Software fully as instructed. Period & Place of Performance This BPA shall be effective from anticipated Date of Award 03/15/2024 through 03/14/2029. The Place of Performance is variable and may occur within the states of Kentucky, Indiana, and Tennessee, ambulance services may be required to or from locations including, but not limited to the following: Robley Rex VA Medical Center to include specific Atrium Clinics, Emergency Department, pavilions, or out-buildings on the Robley Rex campus. Local airports including Louisville International **FULL PWS to be provided with the posted RFQ solicitation** IMPORTANT NOTICE: Interested parties must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR part 74 and VAAR 819.70 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status. Contractor s must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of quotes. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of quote submission will result in the Contractor s quote being deemed non-responsive.
