Background
The Department of Veterans Affairs (VA) is seeking to contract for ambulance services at the Huntington VA Medical Center, specifically at the Lenore location. The goal of this contract is to provide reliable and timely transportation for veterans requiring medical care, ensuring their safety and well-being during transit. The contractor will be responsible for various types of transport services, including scheduled, add-on, and emergent transport, as well as compliance with all applicable regulations and quality standards.

Work Details
The contractor shall provide the following services:
1. Scheduled Transport: Daily schedules provided by the VA for pick-ups by noon the day prior.
2. Add-on Transport: Routine appointments scheduled after the cut-off time.
3. Emergent Transport: Requests for immediate transport for patients who cannot wait.
4. Types of Transportation Services:
- Basic Life Support (BLS): Non-emergency transport for patients not requiring advanced care.
- Advanced Life Support (ALS): For patients needing higher-level care during transport.
- Critical Care Transport (CCT): For critically ill or injured patients needing specialized care during transit.
- Specialty Care Transport (SCT): For patients requiring ongoing medical support beyond EMT capabilities.
5. Costing: Reoccurring one-way trips calculated based on 40 miles; additional mileage billed at a flat rate.
6. Patient Pickup/Delivery Procedures: Drivers must report to designated locations and follow specific protocols for patient transfer and communication with VA staff.
7. Response Times: Timely arrival for scheduled transports; specific timeframes established for emergent and add-on requests.
8. Incident Reporting: Immediate notification to VA personnel in case of accidents or safety issues during transport.

Place of Performance
Services will be performed primarily in West Virginia, including locations such as the Hershel 'Woody' Williams VA Medical Center in Huntington, WV, community-based outpatient clinics in Lenore, WV, and other designated hospitals within the region.
