This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.202, Publicizing, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SB), and will be competed in accordance with FAR 12,. The associated North American Industrial Classification System (NAICS) code for this procurement is 621910 Ambulance Services, with a small business size standard of $ 22.5 Million Dollars. The FSC/PSC is V225 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Ambulance. The Network Contracting Office (NCO-10) is seeking to purchase Ambulance Service. All interested companies shall provide quotations for the following:
Background
The Network Contracting Office (NCO-10) of the Department of Veterans Affairs is seeking to procure ambulance services for the Dayton VA Medical Center, which serves over 46,000 veterans in the Dayton area.

The contract aims to provide non-emergency ambulance transportation services, including Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT). This solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses.

Work Details
The contractor shall provide all required labor, materials, supplies, equipment, and supervision necessary to perform ambulance services as specified in the Performance Work Statement (PWS). Services include:
1. Providing urgent and non-emergent stretcher transports, BLS, ALS, and CCT services on an as-needed basis.
2. Transporting patients along with their luggage, medical records, medications, and comfort items at no additional cost.
3. Ensuring that all personnel meet qualifications specified in the contract and comply with federal, state, and local regulations.
4. Utilizing the VetRide Vendor Portal or VA-approved transportation software for managing transport requests.
