Background
The Department of Veterans Affairs (VA) has issued a solicitation for Ground Ambulance Transportation Services to support the VA Maryland Health Care System (VAMHCS). The Baltimore VA Medical Center, its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The VAMHCS serves over 300,000 veterans, primarily from the Maryland area and its Community-Based Outpatient Clinics. The contract will be administered by the VISN 5 Contracting office at the Martinsburg VA Medical Center.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT) services. The contractor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. The contractor shall provide Emergent and non-emergent Stretcher Transports, BLS, ALS, and CCT Tier 1, 2, and 3 ambulance services on an as-needed basis in compliance with federal, state, and local regulations.

The contract includes requirements for transporting patient luggage, medical records, medication, and comfort items from pickup points to destination at no additional cost to the VA. Contractor personnel shall meet specific qualifications and certifications as per federal, state, and local government laws. The contractor shall utilize the VetRide Vendor Portal or VA-Approved Transportation Software for trip requests and claims submission. Response times for transportation requests are specified based on different circumstances such as scheduled in advance or urgent transport requests. The contractor is also required to perform work consistent with relevant environmental management systems.

Period of Performance
The anticipated Period of Performance consists of five Ordering Periods: Ordering Period One (1): July 1, 2024 - June 30, 2025; Ordering Period Two (2): July 1, 2025 - June 30, 2026; Ordering Period Three (3): July 1, 2026 - June 30, 2027; Ordering Period Four (4): July 1, 2027 - June 30, 2028; Ordering Period Five (5): July 1, 2028 - June 30, 2029.

Place of Performance
The contract specifies that the Ground Ambulance Transportation Services will be performed at various locations including but not limited to Baltimore VAMC main campus located at 10 N. Greene Street in Baltimore MD.
