Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Ground Ambulance Services for the VA Central California Healthcare System, specifically to support the Central California VA Medical Center (CCVAMC-Fresno) and its associated Community-Based Outpatient Clinics (CBOCs).

The goal of this contract is to provide contracted Non-Emergency ambulance transportation services to over 40,000 veterans in the Fresno area, ensuring they receive timely and efficient medical transport as needed.

Work Details
The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services.

Services must be available 24 hours a day, seven days a week. Specific requirements include:
1. Types of Ambulance Service: Emergent and non-emergent transports as needed.
2. Transport of Miscellaneous Items: Includes patient luggage and medical records at no additional cost.
3. Contractor Personnel: All personnel must meet qualifications specified in the contract and comply with federal, state, and local regulations.
4. Response Times: Scheduled orders must be met on time; emergent transports must be arranged within 30 minutes of order placement.
5. Audit System: An audit system will ensure appropriateness of orders and timeliness of responses.
