Description

Wheelchair and Stretcher Van Transports
Background
The Department of Veterans Affairs (VA) is seeking to procure Wheelchair and Stretcher Van Transport Services for eligible Veteran patients at the Syracuse VA Medical Center (VAMC).

The goal of this contract is to provide non-emergency transportation services to ensure that Veterans can access necessary medical care. This service will support the VA's mission to provide high-quality healthcare to Veterans.

Work Details
The contractor shall provide wheelchair/stretcher van transportation services on an 'as needed' basis for eligible Veteran patients who are beneficiaries of the Syracuse VAMC and its associated Community Based Outpatient Clinics (CBOCs).

Services may be required from 6 AM to 10 PM, 7 days a week, including holidays. Key tasks include:
1. Transporting wheelchair patients who are unable to use normal modes of transportation.
2. Providing all necessary vehicles, personnel, management, equipment, and reports for transportation services.
3. Payment structure includes flat rates for trips within specified distances and additional charges based on mileage for longer trips.
4. Handling wait times and cancellations according to specified guidelines.
5. Ensuring that escorts or caregivers may accompany patients when deemed necessary by the VA.
6. Providing qualified attendants upon request by the VA.

Period of Performance
The period of performance is expected to be as follows: Base Period from November 1, 2024 through October 30, 2025; with four option periods extending through October 30, 2029.

Place of Performance
The contract will be performed at the Syracuse VAMC located at 800 Irving Avenue, Syracuse NY 13210, as well as various locations associated with the CBOCs in Oswego, Auburn, Binghamton, Freeville, Rome, Massena, and Watertown.
