Purpose: The purpose of this synopsis is to provide a notice to the public of information applicable to Ambulette/Wheelchair Van Services at James J. Peters VA Medical Center. Authority: Network Contracting Office 2 (NCO 2) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: James J. Peters VA Medical Center has a need for Ambulette/Wheelchair Van Services. Place of Performance: James J. Peters Medical Center 130 West Kingsbridge Road Bronx, NY 10468 Competitive Acquisition: This will be a competitive acquisition set-aside for service Small Business (SB). Contract Type: Firm Fixed-Price. Period of Performance: 12 months base period plus four 12 months option period. Government-Furnished Property/Equipment: None noted at this time. Release Date of the Solicitation: It is anticipated that Solicitation No. 36C24221Q1124 will be released in the month of August 2021.
Background
The Department of Veterans Affairs, specifically the James J. Peters VA Medical Center in Bronx, NY, requires 24-hour Wheelchair Van Service to transport eligible beneficiaries for medical services. The services are to be provided 24 hours a day, 7 days a week, 365 days a year, including weekends and holidays, for eligible Veteran beneficiaries of the medical center and its three Community-Based Clinics (CBOCs) located in Yonkers, Queens, and White Plains. The patient population includes those requiring radiation therapy, dialysis, mental health care, spinal cord care, and homeless individuals. The contractor will service the Business Office, Veterans Transportation Service, and Beneficiary Travel.

Work Details
The performance period is for 12 months base period plus four 12-month option periods.

The contractor is required to provide all labor, equipment, materials, transportation, and supervision necessary to provide the Wheelchair Van/Ambulette Services. This includes cleaning supplies and cleanliness of vehicles at the contractor's expense, personnel, management, supplies, transportation equipment including wheelchairs as necessary. The services may be required throughout the five boroughs of New York City (Bronx, Queens, Brooklyn, Manhattan, and Staten Island) and throughout Nassau and Suffolk counties. Occasional travel to upstate New York as well as Pennsylvania and Connecticut may also be required. The contractor must meet all requirements of Federal, State and City codes regarding operations of this type of service.
