Background
The Department of Veterans Affairs (VA) New Jersey Healthcare System is seeking ambulette transportation services for eligible Veteran beneficiaries. The services are required 24 hours a day, 7 days a week, and 365 days a year at various locations throughout the state of New Jersey. The contractor is expected to provide all vehicles, personnel, management, supplies, transportation, vehicle fuel, uniforms, nametags and/or badges, equipment, and reports necessary to provide the ambulette services as specified in the Statement of Work.

Work Details
The ambulette services statement of work includes detailed requirements such as the service area, contractor qualifications, work hours, rates and mileage calculations, toll charges, wait time policies, scheduling transports and coordination of transports procedures, trip tickets requirements, pick-up procedures, evidence of insurance coverage, monthly trip/expenditure reports submission requirements, patient welfare and abuse responsibilities, incident/accident report procedures, patient rights responsibilities, contractor's quality control program (QCP) establishment and maintenance requirements.
Additionally, a Business Associate Agreement (BAA) is required as defined in Health Insurance Portability and Accountability Act (HIPAA). Furthermore, VHA supplemental contract requirements for ensuring adequate COVID-19 safety protocols for federal contractors are also outlined.

Period of Performance
The contract period of performance is from December 14th, 2021 to March 31st, 2027 with options for renewal until March 31st, 2026.

Place of Performance
The geographic locations where the contract will be performed include various medical centers and outpatient clinics throughout New Jersey under the VA New Jersey Healthcare System.
