Background
The Phoenix VA Health Care System (PVAHS) requires shuttle services to facilitate transportation between an off-site parking facility and the main hospital due to limited on-site parking capacity. This contract is a follow-on acquisition, as the current contract is nearing the end of its final option year. The goal is to ensure safe and efficient transport for staff, veterans, and visitors, minimizing exposure to excessive heat in Phoenix.

Work Details
The contractor will provide all personnel, labor, transportation, management, vehicles, supplies, fuel, and insurance necessary for shuttle services. Key tasks include:
- Continuous shuttle transportation between designated off-site parking and PVAHS main facility.
- Providing properly licensed drivers and maintaining vehicles in compliance with ADA regulations.
- Operating shuttles on a regular loop during specified hours with a maximum 15-minute roundtrip travel time.
- Ensuring safety protocols are followed, including no standing passengers while in motion.
- Transporting approximately 2000 or more passengers daily with at least two shuttle buses available at all times.
- Providing parking validation stamps for passengers.
- Posting schedules at pick-up points and within shuttles.
- Conducting driver screenings including drug testing and background checks.

Period of Performance
Base period from October 1, 2025 to September 30, 2026 with four one-year options extending through September 30, 2030.

Place of Performance
Services will be performed at the Phoenix VA Healthcare System located at 650 E. Indian School Road, Phoenix AZ 85012 and an off-site parking lot at 4041 N. Central Ave, Phoenix AZ 85012.
