Background
The Department of Veterans Affairs Network Contracting Office 10 is soliciting quotes for wheelchair van and car for hire transportation services for the John D. Dingell VA Medical Center in Detroit, MI, and its Community Based Outpatient Clinics.

The contract aims to provide essential non-emergent patient transportation services to a large population of ambulatory and non-ambulatory patients eligible for medical appointments. The goal is to ensure timely and efficient transportation to enhance patient care.

Work Details
The contractor shall provide non-emergent patient transportation services for ambulatory and non-ambulatory patients of the John D. Dingell VA Medical Center, including those utilizing wheelchairs and scooters. Services will be provided 24/7, including:
- Transportation to and from the JDDVAMC and affiliated clinics in Pontiac and Yale, MI, as well as other regional VA Medical Centers.
- Compliance with all applicable state and federal travel regulations.
- Provision of an on-site patient transportation coordinator at the JDDVAMC.
- Use of vehicles that meet specific safety and accessibility requirements, including emergency communication equipment, wheelchair securement systems, GPS tracking, and adequate passenger capacity.
- Vehicles must be three years old or less, equipped with child safety locks, functioning heating and air conditioning, first aid kits, fire extinguishers, CPR equipment, and oxygen tank security.
- The contractor must submit a list of all vehicles used for the service along with maintenance records.

Period of Performance
The contract will be performed over a three-year period starting from January 1, 2025.

Place of Performance
The services will be performed primarily at the John D. Dingell VA Medical Center located at 4646 John R St., Detroit, MI 48201, as well as its Community Based Outpatient Clinics in Pontiac and Yale, Michigan.
