THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS. DO NOT RESPOND TO THIS NOTICE. IT IS FOR INFORMATION ONLY. This is a Pre Solicitation Notice for the Department of Veterans Affairs to provide non emergency transportation services in support of the VA RR&D Cleveland FES Center and affiliated healthcare clinics. The requirement includes transport for research participants traveling to and from designated medical appointments. The place of performance is primarily the Louis Stokes Cleveland VA Medical Center, 10701 East Blvd, Cleveland, OH 44106. Research participants will be transported between their homes and the facilities at which research visits will take place, including but not limited to: Louis Stokes Cleveland Veterans Affairs Medical Center, MetroHealth Medical Center s Old Brooklyn Health Center, Cleveland Clinic, and University Hospitals. The Government anticipates releasing the solicitation on or about January 27, 2026, under NAICS code 485991, Special Needs Transportation. This acquisition will be conducted as a total small business set aside. The anticipated period of performance is March 15, 2026, through February 14, 2027, with three 1 year option periods. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and reporting necessary to furnish the required non emergency transportation services, and shall ensure that transport personnel are appropriately licensed, certified, and otherwise qualified under applicable federal, state, and local laws and regulations. The contractor shall be responsible for the safety and welfare of patients and VA property during transport; any damaged or lost mobility devices or personal belongings must be replaced at the contractor s expense. All transportation requests, changes, and cancellations will be placed only by authorized VA personnel identified in the contract, and all patient pick ups and drop offs shall follow the ordering, check in, and reporting procedures described in the Performance Work Statement. Potential offerors will be responsible for monitoring the Contract Opportunities website (SAM.gov) for the release of the solicitation and any amendments, and for ensuring they are properly registered in SAM prior to any award, in accordance with applicable regulations.
