NH Transportation Broker
Background
The Department of Veterans Affairs is issuing this solicitation for a Transportation Broker to provide non-emergent medical transportation (NEMT) services for eligible Veteran beneficiaries of the VA Manchester Healthcare System. The goal of this contract is to ensure that Veterans have access to necessary medical appointments and services through reliable transportation options.

Work Details
The contractor shall provide all labor, materials, tools, supervision, training, and safety measures necessary to meet the requirements outlined in the performance work statement. Key tasks include:

1. Providing medical transportation services 24/7, including holidays;
2. Ensuring communication methods are available for contacting the contractor at all times;
3. Delivering scheduled and unscheduled NEMT services for Veterans approved as travel beneficiaries;
4. Operating in compliance with applicable federal and state regulations;
5. Providing 'through the door' assisted service for patients;
6. Ensuring proper loading/unloading techniques are followed;
7. Observing patients during transport and reporting any significant changes in their condition;
8. Transporting medical records securely when required;
9. Not transporting non-VA patients or those who refuse to be properly secured during transport.

Period of Performance
The contract will have five annual ordering periods, starting from February 1, 2026, through January 31, 2031.

Place of Performance
Services will primarily be performed in New England, specifically at various VA Medical Centers including Manchester VA Medical Center in NH, White River Junction VA Medical Center in VT, and Northampton VA Medical Center in MA, as well as other community-based outpatient clinics.
