Background
The Department of Veterans Affairs (VA) is seeking contractors to provide Non-Emergent Medical Transportation Services for Veteran patients at the Veterans Affairs Long Beach Healthcare System (VALBHS). The goal of this contract is to ensure reliable and efficient transportation services for Veterans, facilitating their access to medical care and appointments. The services are required 24/7, including holidays, to accommodate the needs of the patient population.

Work Details
The contractor shall provide non-emergent Wheelchair, Gurney, and Hired Car transportation services. Key tasks include:
1. Operating a dispatch center 24 hours a day with two dispatchers at VALBHS during business hours.
2. Providing transportation services primarily within Long Beach, Los Angeles, San Diego, Imperial County, San Bernardino, Riverside, and Ventura counties, with occasional services in other Southern California counties as well as Arizona and Nevada.
3. Ensuring all vehicles are in excellent mechanical condition and equipped with necessary safety features such as first aid kits and communication devices.
4. Fulfilling an estimated volume of daily requests: 160 wheelchair trips on weekdays, 40 on weekends; 20 hired car requests on weekdays and weekends; 20 gurney trips on weekdays and 10 on weekends.
5. Transporting Veterans exposed to infectious diseases safely.
6. Allowing escorts for patients at no additional cost when appropriate.
7. Maintaining compliance with all Federal, State, and local regulations regarding transportation services.

Period of Performance
The contract period begins on April 1, 2026, and ends on September 30, 2026. There are options for extension for an additional year.

Place of Performance
Services will be performed primarily in Southern California including Long Beach, Los Angeles, San Diego, Imperial County, San Bernardino, Riverside, Ventura counties, as well as potentially in Arizona and Nevada.
