Attachment 1: Request for Sole Source Justification Format >SAT VHAPG Part 806.3 OFOC Revision: 03 Effective Date: 04/15/24 36C245-24-AP-3019 Acquisition ID#: Page 1 of 3 DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Other Than Full and Open Competition (>SAT) Acquisition Plan Action ID: 36C245-24-AP-3019 Contracting Activity: Department of Veterans Affairs, VISN 05, VA Maryland Healthcare Medical Center Nature and/or Description of the Action Being Processed: Transportation to provide ground wheelchair transport services to and from VA Baltimore Maryland Health Care System locations and Community Care appointments within the VA Baltimore Maryland Health Care System catchment area. Description of Supplies/Services Required to Meet the Agency s Needs: The medical center currently has contracts 36C24520D0001, 36C24520D0002, 36C24520D0003, 36C24520D0006, which will expire on 09/30/2024. Soliciting a new long- term contract is in process, however is in high risk of not being in place by 10/01/2024. In order to avoid a lapse in this service to care for our patients, a two month extension to the current contracts must be completed. Failure to extend will affect patient care. Statutory Authority Permitting Other than Full and Open Competition: FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Failure to provide these services will affect patient care. An extension will avoid an unacceptable delay in fulfilling the agency s requirement. The sources of the IDIQ s in place are the only agencies to provide these services at this time. The medical center will continue to solicit a new long-term contract for services to continue after the extension period. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A sources sought notice has been posted to SAM.gov for a new contract. A VetCert search yielded no SDVOSB providing this service within the area. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The CO anticipates an extension of the current contract pricing to be fair and reasonable when compared to the IGCE. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: A sources sought notice was posted and an RFQ is being processed for a long-term contract. It is the Contracting Officer s determination that an extension to the current contracts be most advantageous whilst procuring a long-term contract.
