Background
The Department of Veterans Affairs (VA) is issuing this solicitation for shuttle services to provide continuous transportation between the VA San Diego Healthcare System (VASDHS) and a designated off-site parking location.
The goal of this contract is to ensure reliable and efficient shuttle services for VA employees, patients, and visitors, thereby enhancing access to healthcare services.

Work Details
The Contractor will be responsible for providing all resources necessary to operate the shuttle service, including vehicles, drivers, fuel, insurance, and maintenance.
Key tasks include:
1. Operating a fleet of shuttle buses and ADA-compliant vans to accommodate an estimated daily ridership of 400 passengers.
2. Ensuring that no passenger is denied service due to insufficient capacity by deploying additional vehicles as needed.
3. Maintaining a minimum of two vehicles in service during all operational hours.
4. Providing regular service Monday through Friday from 03:45 AM to 01:00 AM, with shuttles departing every fifteen minutes.
5. Implementing a detailed contingency plan for service interruptions due to vehicle malfunctions or other unforeseen circumstances.
6. Complying with all applicable federal, state, and local laws regarding licensing, permits, and insurance requirements.

Period of Performance
Base period from October 1, 2025, to September 30, 2026; with two option years extending through September 30, 2028.

Place of Performance
Shuttle services will be performed between the VA San Diego Healthcare System located at 3350 La Jolla Village Dr., San Diego, CA 92161 and the off-site parking lot at 6435 Miramar Rd., San Diego, CA 92121.
