Background
This solicitation is issued by the Department of Veterans Affairs for Wheelchair Van Service for the Salisbury VA Healthcare System. The goal of this contract is to provide non-emergent wheelchair transportation services to veterans, ensuring compliance with federal, state, and local regulations while maintaining a high standard of service.

Work Details
The contractor shall provide non-emergent wheelchair transportation services as needed. This includes transporting veterans along with VA staff and equipment when necessary, returning VA staff and equipment to the original pickup location. The contractor may also be required to transport patient luggage, medical records, medication, and comfort items at no additional cost. All personnel must conduct themselves in a courteous and professional manner.

Specific tasks include:
1. Transporting patients for scheduled pick-ups within one hour of the requested time.
2. Providing vehicles equipped for wheelchair transport.
3. Ensuring drivers meet all qualifications and licensing requirements.
4. Conducting background checks on personnel similar to those for VA employees.
5. Implementing a tuberculosis exposure control policy.
6. Allowing escorts to accompany patients at no extra charge.
7. Maintaining an audit system for all transports.

Period of Performance
The contract period begins on April 1, 2026, and ends on March 31, 2027, with options for extension.

Place of Performance
Services will be performed primarily at the Salisbury VA Medical Center located at 16001 Brenner Ave, Salisbury, NC.
